Description: Scanned Tie Cards in Indiana, 2010 - For the purpose of defining this GIS layer only, the scanned image of a Public Land Survey System Section (PLSS) corner description maintained by the county surveyor is defined as a Tie Card. The points utilized on this GIS layer are computer generated not surveyed. The points were generated with software that Brian L. Wood developed. The 'PLSS-Sections' layer (Indiana Geological Survey) was used as the basis for developing the uniformly spaced points within each section. Some digitized points were added to the point layer where irregular shaped sections occurred. This layer and the data points are ONLY to be used for the purpose of indexing and accessing the scanned Tie Card document. No coordinates associated with the points are to be used for the purposes of legal surveying. PLSS section corner locations are based on law and the description of a Licensed Surveyor. The descriptions are recorded in each of the 92 counties in Indiana. Licensed Surveyors need these descriptions to locate the corners when conducting legal surveys for public and private land owners. Most counties do not have geographic coordinates for the corners because the PLSS was developed long before the advent of Global Positioning System (GPS) coordinates. Due to changes in the law over time, only a Licensed Surveyor (by statute) is able to interpret and determine the legal coordinates of the PLSS corners. Therefore, in the absence of coordinates of legal surveyed PLSS corners, the Indiana Geographic Information Council (IGIC) - Geodetic Workgroup (public, private and not-for-profit groups) developed computer-generated points of very approximate locations that could be used as an index to the scanned image of the Tie Cards. The result is a GIS layer where one can click on an approximate point location of a PLSS corner; view and print the scanned image of a Tie Card using the website tools (hyperlink, zoom to area or location, select an area and/or identify). Surveyors will still need to contact the County Surveyors Office when conducting research for surveying to verify the most up-to-date information is received. Not all Tie Cards are included in this layer. This layer may only be updated once or twice a year. Although legal descriptions of Section corners are recorded in County Surveyor’s office of all 92 counties of Indiana, this project currently only contains information from the following counties: Bartholomew, Jennings, Marion, Newton, and Wayne. Data for Bartholomew County were updated on August 9, 2010. Data for Marion and Wayne Counties were added in October 26, 2010.
