"Section 303(D) List Of Impaired Waters - The IDEM Office of Water Quality (OWQ) develops Indiana's 303(d) List of Impaired Waters as part of the state's Integrated Water Monitoring and Assessment Report (IR), which is submitted to the U.S. EPA every two years in accordance with Sections 305(b) and 303(d) of the Clean Water Act (CWA). CWA Section 305(b) requires states to make water quality assessments and provide water quality reports to the U.S. EPA, and CWA Section 303(d) requires states to identify waters through their Section 305(b) water quality assessments, that do not or are not expected to meet applicable state water quality standards with federal technology based standards alone. Under CWA Section 303(d), states are also required to develop a priority ranking for these waters taking into account the severity of the pollution and the designated uses of the waters. Once this listing and ranking of impaired waters is completed, states are required to develop Total Maximum Daily Loads (TMDLs) for these waters in order to achieve compliance with the water quality standards."

Abstract:
IMPAIRED_STREAMS_303D_2018_IDEM_IN.SHP contains streams in Indiana that have been included on the 2018 303(d) List of Impaired Waters, and is provided by personnel of Indiana Department of Environmental Management, Office of Water Quality (IDEM, OWQ). IDEM personnel provided these updated data on May 28, 2020, as an Esri line shapefile named "IDEM_Data_05282020_Impaired_Streams_2018_List.SHP." Attributes include regulatory identification numbers (IDEM), Hydrologic Unit Code (HUC) IDs, stream segment names, and county names. Additional attributes contain assessment information for which the waterbody may be impaired, in relation to waterbody characteristics, water chemistry and various biological parameters.

"The Indiana Impaired Waters layer reported in 2018 as part of the Indiana Integrated Water Monitoring and Assessment Report, includes the rivers, streams, and tributaries that do not meet water quality standards for 1 or more monitored indicators, and are listed as not supporting one or more uses, i.e., recreation, fish consumption, aquatic life, and drinking water supply."

"This layer is a subset of the statewide high-resolution National Hydrography Dataset (NHD) of streams that have been updated with Assessment Unit Identifiers (AUIDs) to correspond to the assessments based on waterbody characteristics, water chemistry, and biological parameters, e.i., habitat conditions, the health and diversity of fish and macroinvertebrate communties, plus fish tissue evaluations. The NHD has been further edited using the HEM tool for segment records to coincide with impairment extent."

Purpose:
IMPAIRED_STREAMS_303D_2018_IDEM_IN.SHP.SHP was developed to communicate the location and extent of the 2018 303(d) List of impaired streams as determined by the Indiana Department of Environmental Management, Office of Water Quality, Watershed Assessment and Planning Branch.
Supplemental_Information:
IDEM submitted its 2018 303(d) List of Impaired Waters to U.S. EPA on August 17, 2018, which received partial approval from the U.S. EPA on May 9, 2019. All inconsistencies were resolved and the data was accepted by the U.S. EPA on June 20, 2019.
